Jeremy Hill
Co-Founder & Principal
Jeremy Hill doesn’t just see land; he sees the complex regulatory and financial architecture required to unlock its highest use. A graduate of Georgia Tech with a degree in Industrial Management and a minor in Finance, Jeremy brings a data-driven, surgical precision to the development process that is rare in the boutique space.
Since returning to his hometown of Jacksonville in 2002, Jeremy has become a specialist in "High-Complexity Entitlements." His career is defined by projects that others deemed too difficult, ranging from the intricate disposition of medical surgery centers for HCA to the development of mission-critical facilities for the Department of Veterans Affairs (VA) in Southpoint.
In 2012, Jeremy turned his focus toward the Jacksonville Urban Core, spearheaded by the landmark Jacksonville Bank Building project. This sparked a passion for Adaptive Reuse—the art of bringing "offline" historic assets back into the modern economic fold. Today, as a principal of Stratagem, he oversees the firm’s strategic acquisitions and long-term asset stabilization, ensuring that every project—whether a 122-acre landfill conversion or a historic office rehabilitation—is built on a foundation of sound financial engineering and community impact.

JOHN T. "JT" THORNTON
Co-Founder & Principal
With nearly four decades of grit and boots-on-the-ground experience, John T. "JT" Thornton is the technical engine behind Stratagem Partners. A graduate of the University of North Florida in Building Construction and a Licensed Florida Contractor, JT’s career spans the full evolution of the Northeast Florida skyline.
JT began his journey in 1986 with The Haskell Company, one of the nation’s premier design-build firms. This "master builder" pedigree served as the launchpad for a prolific career that has seen him develop, own, and manage over 1.5 million square feet of Class-A office and retail space. His fingerprints are across the region, from the high-density suburban office corridors of Gate Parkway and the Town Center to over 200 acres of multi-use land development in Clay County.
Before merging with Stratagem in 2017, JT led Thornton & Associates, where he specialized in the rapid-scale development of medical urgent care facilities and the repositioning of distressed office portfolios. At Stratagem, JT oversees the physical execution and construction management of the firm's pipeline. He is known for his "Owner’s Perspective"—an uncompromising commitment to quality and operational efficiency that ensures Stratagem’s assets perform at peak levels for decades, not just years.
